Engineering Technical Writer
Consultant Services
Services to be performed may include, but shall not be limited to, the following:
Create and Maintain Documentation
• Create, revise, and format technical documentation, including SOPs, maintenance manuals,
policy manuals, process documents, training guides, and onboarding materials.
• Document business process descriptions, business analysis including but not limited to
a. Lessons learned
b. Best practices
c. Industry trends
d. Agency goals
e. Engineering Department requirements
• Conduct meetings with engineers, project managers, content owners and other stakeholders
to identify needs for updating and improving documentation. Propose actions to ensure
documentation is clear, consistent, and accessible.
• Research on best and current industry practices to maintain the Engineering knowledge
hub content accurate, current, and well-organized.
• Implementation support, including but not limited to: Assist in creating rollout
communication (interim and final) related to development/ completion of the completed
documentation material to Engineering Department Staff, Agency stakeholders, the
Consultant community.
Organize and Manage Documentation Systems
• Apply metadata standards and controlled vocabularies to improve document organization
and searchability across platforms.
• Produce and edit documentation to ensure it is aligned with established naming
conventions, filing systems, and taxonomy frameworks.
• Manage the document lifecycle, registering version control, tracking, ownership, and
conducting periodic reviews.
• Maintain documentation libraries in SharePoint, including basic permission structuring and
navigation setup.
• Coordinate the deployment of documents and guides in SharePoint with appropriate
metadata, version control, and access permissions.
Support Process Mapping and Quality Control
• Collect, research, and review existing internal and external facing Agency, Department and
Divisional documentation and established processes related to the Engineering ones, to
ensure alignment with Engineering documentation.
• Ensure documentation, forms, and templates accurately reflect current workflows and
tools; identify outdated content and coordinate updates with relevant stakeholders.
• Collaborate with stakeholders and project teams to align document content with evolving
procedures, systems, and automated workflows.
Education, Qualifications, and Experience:
• Must possess a bachelor’s degree from an accredited college.
• Proven experience in technical writing within engineering, construction, or infrastructure
environments.
• Proficient in Microsoft Office 365 tools including Word, PowerPoint, Excel, and Visio.
• Experience with Adobe tools for managing PDFs, and creating documentation (Adobe
reader, editor, InDesign)
• Experience using process mapping or diagramming tools such as Visio, Lucidchart, Miro
or similar.
• Proven experience with document management platforms such as SharePoint or OpenText,
including basic file structure, metadata tagging, and permission management.
• Strong understanding of document lifecycle practices, version control, and naming
conventions.
Preferred Technical Qualifications and Experience
• Experience using Enterprise Content Management systems at an administrator or advanced
user level (e.g., configuring metadata fields or managing large libraries).
• Proficiency in screen capture and video editing tools such as Loom, Snagit, or other modern
alternatives.
• Experience with structured content development and template management.
• Experience working with large public agencies or utilities is a plus.
