MEP Commissioning (Cx) Engineer/Architect/Design reviewer
The MEP Commissioning (Cx) Engineer supports the Supervisor in managing and overseeing the
commissioning process of Mechanical, Electrical, and Plumbing (MEP) systems for various Capital
Improvement Projects (CIP) and Capacity projects. This position is responsible for ensuring
commissioning compliance with SCA standards and applicable regulatory requirements including the
New York City Energy Conservation Code (NYCECC), ASHRAE 90.1, and SCA Green Schools Guide (LEEDv5
equivalent).
Systems Commissioned
Mechanical Systems – HVAC&R equipment and associated controls
Plumbing Systems – Domestic hot water systems, domestic and process water pumping, and mixing
systems.
Electrical Systems – Electrical service and distribution, Lighting, receptacle and lighting controls
Emergency Power Systems – Emergency generators and Automatic transfer switches
Renewable Energy Systems – Photovoltaic (PV) system
Other systems, equipment and components that are used for heating, cooling or ventilation and that
affect energy use.
Key Duties
• Effectively manage the commissioning process for projects requiring MEP systems
commissioning across design, construction, start-up, and post-occupancy phases.
• Assign work to SCA commissioning consultants and review proposals for MEP commissioning
services during both design and construction phases to ensure scope alignment, technical
adequacy, and compliance with SCA standards, while also overseeing consultant payment
request processing.
• Assist the supervisor in managing SCA consultants engaged in MEP commissioning design
reviews, construction phase oversight, and project closeout activities.
• Review and update construction checklists (pre-functional checks) for all equipment and systems
to be commissioned, ensuring alignment with Contract specifications, SCA design standards,
applicable codes and regulatory requirements and Project-specific performance criteria
Alternatively, review this documentation when prepared by third-party consultants.
• Review and update functional performance test procedures for all commissioned systems to
ensure verification of proper installation, system integration, sequence of operations, and
performance under all modes of operation. Alternatively, review these procedures when
developed by third-party consultants.
• Support project commissioning closeout activities by coordinating with commissioning
consultants, SCA departments, consultants, and contractors, including organizing and leading
recurring borough meetings and project-specific meetings.
• Handle multiple projects at the same time.
CIP and Capacity Project Design Reviews
a. Review scope documents and design submissions for Capital Improvement Projects (CIP)
and Capacity projects at key design milestones using the Bluebeam platform and
established SCA review protocols.
b. Evaluate drawings, specifications, and supporting documentation to ensure compliance
with SCA Design Standards, Project-specific scope requirements, applicable codes and
regulatory requirements as well as verifying and or enhancing the overall quality of the
design.
c. Identify commissioning-related issues, design gaps, constructability concerns, and
potential code compliance issues early in the design process and document findings with
clear, written review comments. Participate in project progress meetings and design
review/QC meetings, as required, to facilitate discussion and resolution of identified
issues.
Special Programs & Regulatory Research
a. Assist the Technical Standards and Green Schools divisions in reviewing Local Laws,
energy codes, and regulatory updates to assess impacts on existing SCA standards and
commissioning requirements.
b. Assist in the development, revision, and implementation of new or updated SCA design
standards, commissioning guidelines, and technical requirements.
c. Contribute technical recommendations to enhance energy efficiency, system reliability,
maintainability, and long-term operational performance across school facilities.
Qualifications
• NYS licensed P.E. or R.A. preferred.
• Minimum of 5 years of MEP commissioning experience (design review, pre-functional and functional
test procedures, construction phase oversight).
• Strong knowledge of energy codes, LEED standards, industry standards and protocols for
commissioning.

Salary:
$110K-$145K
