Haydan Consultants, Inc. is looking to hire a talented Project Manager.
Description of Services
The consultant shall provide project management services to the Project Delivery Division of the World
Trade Center (WTC) department. The scope of work shall include, but not be limited to, the following
responsibilities:
− Provide day-to-day project management, including Capital and Operating project planning and
initiation, site visits, meeting coordination and facilitation, and resolution of technical issues in
collaboration with Facilities Operations, Engineering technical leads, and other stakeholders.
− Coordinate and conduct site visits to develop detailed project scopes of work aligned with approved
project and program priorities.
− Review design and construction documents, including cost estimates and project schedules, for
accuracy, completeness, and compliance.
− Evaluate program scopes of work, financial plans, cash flow analyses, cost estimates, forecast
budgets, change orders, and invoices, and implement corrective actions to ensure program
compliance.
− Lead the establishment of project risk parameters and develop appropriate risk mitigation and
contingency plans.
− Navigate project complexities, anticipate stakeholder needs, and identify mitigation strategies to
address potential issues.
− Ensure projects are completed in accordance with approved scope, schedule, budget, and quality
standards and are properly closed utilizing project management principles, tools via traditional and
innovative methods.
− Collaborate with Engineering Project Design Division to secure required internal and external resources,
including professional services, to advance projects through conceptual, preliminary, and final design
phases.
− Coordinate with the Engineering Construction Management Division to deliver projects during
construction in accordance with approved contracts and authorization parameters.
− Conduct and lead regularly scheduled status meetings with supervisors, senior leadership, and
executive staff to report on project scope, schedule, and budget, and implement recovery plans for
unanticipated delays.
− Participate in the authorization process for assigned projects including preparing and reviewing the
necessary material for the Capital Planning Oversight Committee (CPOC) Review and Board
Authorizations and attend CPOC meetings as requested.
Minimum Qualifications
− Bachelor’s degree in Engineering, Architecture, Construction Management, Project Management, or a
related field.
− At least three years of project management experience delivering capital projects in high‑rise,
transportation, commercial, or similarly complex environments, covering both design development and
construction execution.
− Demonstrated knowledge of multidisciplinary design and construction practices, including compliance
with building codes, regulations, and public‑sector standards.
− Proven ability to manage multiple projects of varying scope and complexity, ensuring adherence to
scope, schedule, budget, and quality requirements.
− Experience with capital planning, project financing, cost‑benefit and life‑cycle analyses, and project
development processes.
− Experience leading and coordinating diverse project teams and stakeholders.
− Working knowledge of architectural, mechanical, electrical, civil, structural, and construction
disciplines within a public or regulated environment.
− Familiarity with government policies, procedures, and systems related to capital project delivery,
procurement, document control, and authorization processes.
− Strong written, verbal, and interpersonal communication skills, with the ability to present complex
information to leadership, governing bodies, and community stakeholders.
− Ability to work independently and collaboratively in a fast‑paced, multi‑stakeholder environment.
− Proficiency with Microsoft Office, Adobe Acrobat/Bluebeam, and Primavera P6, with the ability to learn
Port Authority systems quickly.
− Ability to perform site inspections and access active construction areas, including climbing ladders and
entering confined spaces.
Preferred Qualifications
− OSHA 10‑hour Construction Safety certification or ability to obtain shortly after hire.
− Professional credentials such as PE, RA, PMP, or LEED accreditation.
− Demonstrated success delivering complex, multi‑phase projects on accelerated schedules.
− Experience presenting project status, risks, and recommendations to senior leadership and external
stakeholders.
− Radio experience and knowledge with in-building communication, distributed antennas system, RF
distribution over fiber optic cable, Programmable Logic Controls (PLC), network, and other electronic
equipment.
